(OOC: Not certain of how I should feel about the post reflecting how you're feeling but....don't worry about it, I loved the post)
It didn't take him too long, after all he wasn't preparing anything. Walk in, open a cupboard, pull out a new cup, pour the remaining liquid in the unbroken piece of hardened clay and then throw the cracked one in the trash. He never knew where exactly the trash of Seireitei went, but that was not within his assigned duties so he never paid any mind to it. In this case, it is just clay anyways, so who cared anyways? It was dirt and water after all. After the extremely short ordeal was over, he simply walked back towards the main lobby, momentarily stopping next to the red-head in order to gently put the cup on the table in front of her, before returning to his seat.
"Is your hand alright? I don't mean to tell you what to do, but it is my belief that it would be best if you had someone from the Second Division give the wound a small check-up." he said in a calm voice, trying his best to not sound commanding. The woman had clearly gone through a small shock, and it was highly unlikely that she was in the mood of someone she barely knew telling her what to do as if she was a small child. Still, as much as he didn't want to come off as rude, he felt like he had to speak his mind, due to concern. He may not really know her after all, but that still didn't mean he had no heart - even if at first someone would say that he didn't. Or that his heart was made out of ice. Which was very untrue. At the same time, he also gave the bandage roll a small check - not much of it had been used, for the wound was small after all.

Arashi stared down at her hand as Ryoichi spoke to her. She still couldn't get over the fact she had just told him about her daughter, Tsuru. What had brought that upon her? What had brought that up so sudden like? It was...strange...
The feeling of sadness, of wanting to cry, still lingered behind her eyes. The tears begged to be free and perhaps one or two did manage their way down the cheeks of Arashi Shinku. She was hesitant to wipe them away, did he notice them or would wiping them away show him the tears?
She reached up and rubbed her eyes, wiping the tears away.
"Thank you for your concern but I have learned over the years that small things like this aren't a concern of the medical division."
She folded her fingers into her hand as a fist. It didn't hurt but she could feel the blood squeezed out of the wound and on to the bandage. She blinked slightly then opened her hand. As her hand rested there, Arashi flinched, feeling the pain.
"But, Ryoichi-san, I do feel as if our meeting here should be ended...unless you have anything else to add?" She looked up at him.
Part of her wanted him to have something else to say but the voice in her mind told her no. It wasn't good to get close to another person...

"Something else....to say? Well, as we are talking about mere speculation here, without taking into account actual plausability and possibilities....yes, there is another major matter that I can, and will, address right now." he said, pausing for a moment in order to sip a bit of tea. This meeting was nearing its end, so the Fourth Divisioner thought and, it had most certainly been far more dramatic than he had originally thought it would be. The sudden outburst, the heart-wrenching story, the Fukutaicho's barely restrained tears. Oh yes, he could tell very much that she was still ready to cry. He just chose not to address it, for obvious reasons. After all, the woman had her dignity as well. She had already stooped to the point that she had trusted him, a total stranger, with his darkest secret, her gloomiest thoughts. It was something she hadn't even talked about to her best friend, apparently, yet right at that moment she had considered the stranger to be more 'trustworthy' - or maybe it really was because she thought he wouldn't feel oblidged to pity her? Or simply she didn't care about what opinion he would form of her, whereas she cared about her friend's opinion. Either way, he wouldn't press this any further, she had already gone through enough excitement for the moment.
The cup was lowered, and he once more began to speak, "This is a matter that, while it has always been known to me, it only recently came to my full attention, and realization - our population has grown, and food is vital both to our survival as living beings, but also as a society. The First District suffered damages from the attack - crops and fields were damaged, destroyed. We are looking at a possible food sortage and, with the number of those who are dead and homeless...you know where I am going with this, right? Poverty, rebellion, possibly even diseases. We need to guard the First District more, especially now, so I suggest teaching Rukons how to guard the area more effectively. At....at best...if we could build something like....a wall around it then we could at least ensure our food supply. Though the idea of building a wall is absurd, guarding what keeps us going isn't."

Arashi hoped he’d let her go but he didn’t seem to be that easy. She didn’t let him see the strain in her though. The crying and the stress she just relieved off her shoulders made her very tired. She just wanted to go home, write up a report and go to sleep. He wasn’t going to make that very easy though…was he?
She listened to him speaking; slowly easing back into her professional mode. Her back straightened and her hands folded in her lap. She shook her head slightly when he spoke of building a wall.
”Honestly, we the food shortage we might get rebellion…if we build a wall, there is no doubt the citizens will start a war with us and right now, we don’t need that. We need to focus on getting rid of hollows in the city and other dangerous beings. I do agree we need to focus on the possibility of a food shortage but honestly, there isn’t much we can do without upsetting the Rukongai Citizens.”
She tapped her fingers on her chin slightly, pursing her lips slightly she stared at the table. ”I am glad you brought that to my attention though…it is something I will need to discuss with the Soutaichou…” She stood up slightly, showing her eagerness to leave and be on her way to her desk and bed.
”Will that be all?”

"Yeah...the idea was more about the Rukons guarding the wall, of course I wouldn't expect them to like us closing off the First District. Anyways, this is nothing more than a silly idea, the point was that we need to guard our food more efficiently. Now that that is out of the way, yes, we are done. There is nothing more that I have, or need, to say. I won't keep you occupied any longer, there is no time for chit-chat right now." he said, standing up and performing a simple bow. The movement was in no way elegant, his upper body merely dropping forwards as his waist bent in order to support the motion, his eyes closed and his hair swaying along.
After he stood upwards once more, he sat on the couch and grabbed a rice-ball from the lunchbox, holding it in his hand without biting into it yet. "Maybe we'll be able to talk under non-formal circumstances some other time. Just casually sit down and chat, share a drink - it is something I always enjoy doing with people I like. Goodbye now and, if I may be so dare as to suggest taking some rest? It's been tough for all of us. Oh and don't worry, I'll clean the cup." he concluded, hungrily digging into his much desired -and delayed- simplistic meal. As stale as it was in the eyes of most, right now it felt extremely satisfying, even more so than before. Who knows, as silly as it may be, there is a chance that merely having this conversation and putting some of his thoughts into words made him feel like he was able to help. It was like how one finds food they worked for to be more delicious than some - it is the unique emotion of fulfillment, that you earned your meal. And, if he really does help this way, he would very well have done so.

"No idea is silly, my friend." Arashi softly smiled at the man and grabbed her badge, slipping it back onto her arm.
She stood from her chair and bowed low to Ryoichi, her red hair slowly slipping over her shoulder. She raised herself to give him a genuine smile then nodded. "I hope someday when work isn't as hectic, we will be able to speak as two beings of this world...and not as the officer and the official. Good day to you...and your division. And thank you, for our talk."
With that Arashi took her leave, back to a bed in which she'd shed a few tears and sleep. To a bed in which dreams and reality became one, to a bed where the nightmares of the world slipped away. To her bed...

"Some other time." he said to her as she left, his mouth this time forming a light but actually visible smile - a rarity for him, especially with people that he had just met. After that he leaned back on the couch slightly, picking up a rice-ball in order to satisfy his much neglected hunger. Now he could finally take a break and relax, simply enjoying his meal in complete silence. Having been held the lunch off for all those minutes had made him even hungrier than before as a matter of fact, so now it was even more so important for him to finish before his shift came up. He did have time left for it, right? That's what he thought so, the talk hadn't taken up too much of his time, or so he had felt.
But here was the thing - he was wrong. It wasn't so much the time he had used up for his lunch-break up until the point of the interruption, or the length of the period spent conversing with the two females. Rather he didn't have as much time as he thought in the first place, along with the paperwork-sorting having consumed some of it.
So when his colleague walked in the lobby and cheerfully announced that it was time for them to go out on patrol, the ever cold and seemingly distant Aoyama Ryōichi froze in his seat like a mouse cornered by a cobra. He was still hungry, he had eaten almost nothing. There was no way he would be able to keep going with a virtually empty stomach.
And at that day, his colleague -which shall be left unnamed- witnesses the absolute 'horror', if one could call horror the site of a man basically inhaling his food without even properly chewing it. In less than a minute he was done - rice ingested, pickles swallowed and tea-cup drained. In less than another minute everything was gathered up and moved over to the sink inside of the kitchen, left there in order to be cleaned up after the shift.
That night, Ryōichi would regret devouring his lunch in such a hurried manner. While fortunately his stomach had a headstart, the sudden onslaught of improperly chewed food did a harsh number on it. For a good portion of the night, the rapidly increased volume of gastric fluids caused a strong burning sensation - not to mention a slight stomachache. And as he lay in his bed, in the middle of the night, with only the sound of crickets to accompany him, he wished he would've just tried to endure the hunger. Or had eaten more food when he was allowed to do so, as rude as it may have been.
[EXIT, end, time to grade! Couldn't think of what to write in, so I decided to torture my character a little! Meh, really.]
