Taisho watched the third division taicho get up and leave, what a strange female he thought for a moment as he heard Malik speak about letting her go he had no issue of that she could most likely cut himself in half and he rather liked begin the manly man in the room. With that inner thought he slightly flexed his muscles making sure he was still very manly like.
It was Harupia's turn to talk so he listened to the man and crossed his arms. He let out a low sigh as he took the time to speak out. "I do agree with what Hitoshi-taicho has said, I feel like we should move onto the next topic at hand. For it seems we have a lot of work ahead of are self's. So if you may Tanaka-Soutaicho, Next topic would be great." Taisho smiled at both men as he waited to see why the real reason this meeting was called.

"Very well." His response was low, but still audible to their ears. Relaxing his frame within the confines of his chair he let out a sigh and clapped his hands together loudly, which due to the gloves upon his hands were muted to a degree. "I'd like to employ small teams of the First Division to each other Division as Representatives. "As of late, an utter lack of communication has befallen our people, whether it's due to pure laziness or just the fact we don't know who to go to with information I do not know. To combat this, I'd like each of you to clear out a small section of your Division for office space for at least Four of my members to be working out of at any given time during the day." He slipped his hands to a pouch on his belt and retrieved three small parchments from it before realizing he only needed two in this case, he then handed one to each of his fellow Council members for them to look over and kept the remaining one for himself at the time being. "If an emergency pops up these representatives will be able to get a message to my Division, as well as the rest of them much faster than any runner and as a unit we will be able to respond faster to a crisis. "What more, if members of your Division is required to go outside the wall, they would not need to go looking for a messenger in case they run into trouble, for they'd have a selection to choose from right on your grounds. This is a procedure that has been overlooked for the most part both recently and in the past somewhat." He unfolded the parchment in his hands, yet did not look upon it as of yet. "I've only selected the team leaders for these Reps, for I'd like them to select their own teams so they'd better work with them. In the parchment I've handed to each of you, you'll see those I've selected for those positions." {Parchment} Second Division - Miyamoto Kanade Third Division - Watson Kabelja Fourth Division - Yakanami Chishio Fifth Division - Grinpiers Zane
He gave each of them time to look over the list of names before speaking again, giving himself a moment to look over the parchment again to refresh his memory. "These names are not set in stone, nor do any of my members know of this solution to our problem. But I do believe this will work, and I ask each of you to consider my proposal before giving me your answers."

Haru remained silent, listening carefully to what Malik had planned, holding in all his thoughts till he was done. With all the abrupt interruptions from earlier, some ore order would serve them nicely, He read through the parchment given to him, scratching his chin as he saw the member of the 1st assigned or his Division. Kanade...he remember the girl. The girl had quite a violent episode a one point of her career...but he took a risk in giving her clearance to return to duty, and so far she was doing fine. At least there was one decision that didn’t turn out horribly
As Malik finished, he was silent for a longer while before saying "For me this lack of communication seemed to stem more from people letting their emotion get in the way or reason and careful planning...but that's my personal experience. The gist is, our current way of communication between division is insufficient. This is a sound idea, given you men are specialized in relying information as efficient as possible. And the name's you’ve suggested for the representatives look like good choices. If there is any amendment I'd like to add is perhaps sending out a priority note for reinforcements to the 5th Division in the case of venturing outside of the city wall's. As much as I have faith in all our men, they are the most capable fighters we have here. It would be a safe bet to have them be on the job whenever necessary. That note aside, I would say this is a step in the right direction" he concluded with a brief nod

Taisho took the note from the soutaicho and slowly opened it as he looked over the names his eyes slightly narrowed when he seen Zane's name he let out a low breath as he placed the paper on the table. He remembered this man very well, he questioned everything Taisho stood for. Even though he was a fukutaicho at the time. Though he guessed he wouldn't have to deal with this much, he could just order his fukutaicho to deal with Zane around the times when it was needed. He would then listen to Harupia speak next he took his time to think over what both men said before speaking softly. " Soutaicho-Tanaka, Your idea is sound I agree with it fully. It'll give all of use a quicker movement time with it. One second note I understand the fifth division are the fighter's of all of us. However most of my member's lack the training nor the number's to hold this. I think on my own hand's the fifth division need's a little more fresh blood plus more training in combat to work as a better unit when a battle starts. That's my own view on the matter." He let out another low breath as he placed his hands under his chin wondering how the other two taicho's shall react to Taisho's remark. He could be out of line or making a good case. He new he was prob the best fighter in the entire division, however he was most likely the weakest Taicho in this room by far. {OOC}Sorry my the long wait, Been trying to figure out the right way of how I wanted to post for Taisho's reply. Sorry again for the hold up.

{ooc}A few hours late, I do apologize. Got wrapped up writing something else and lost track of the time.. Malik nodded in earnest at the other Council Members present, their agreeing with him so easily brought a smile to the old man's face. "Good, excellent. I'll arrange a meeting of my own with my Division Members to inform them of what is to be done. Again they may have a few objections or suggestions as to where they should go and who they'll be bringing so don't expect to see the faces that match those names when I send them your way. "Now Techimaru.." He sighed softly and simply chuckled as his head shook moving the long locks of hair around his face. "If you think your Division is in need of shaping up, then that's something you'll have to do yourself. Make it your first official act as Taicho if you like. If you think them weak, toughen them up. If you think they're lacking in skill, train them as a unit. Not only will it show them you're in charge but that you mean to improve upon the foundations that are already there." His smile turned to a smirk. "You don't need our permission on how you run your ship, son. "As for your suggestion Hitoshi, that's what my men and women will be there for. To keep communication going and for the Gotei as a whole to operate smoothly and effe-" he was cut off as he heard the chime of a tiny winged messenger, his gaze turning toward the door and watched as the black wings reached him.
The messenger contained a few things that Malik was thankful for knowing. One, there was an emergency at the Fourth Division about a Break out and two it was being handled with due process and the criminals will be back in there cells soon enough. Well that's some good news at least. What followed made the Soutaicho suddenly feel very tired though, old and tired. Sengoku had left the city and there was no sign of him. Curses.. That'll have to wait then. Malik's face would visibly twitch before whispering back into the butterfly, informing the Fourth Division to keep him in the loop as well as sending word to the gate's watchmen to lock down the city until further notice.
With the butterfly away Malik looked at the pair of men and frowned a bit. "It would appear the next subject on my agenda for us today will have to be on hold gentlemen. I had a guest from the Rukongai here in the city whom was wishing to discuss new terms between our peoples. I had informed him I couldn't do this without the Council's approval and invited him to say his piece to you. "However, Sengoku left the city and hasn't come back yet. So until he does I'm afraid there is little point in discussing it further." He gave his head a firm scratching and let out another sigh. "So, unless either of you have something else you'd like to discuss today I do think we can dispense this Council Assembly."

Haru nodded at Malik's words, and after the little exchange between him and Taisho, he chimed in a more light tone then before "Just be reasonable with the practice. I wouldn’t want you men spending more time in my grounds then yours" concluding with a light chuckle. Ehh, he remember the times Kiba decided to get his people up to shape... that was always a busy time in his division.
Before Malik could elaborate on his suggestion, he received a message via the hell butterfly. Haru watched the elder Taicho and saw his face contort just briefly...he could only assume the news wasn’t good. Hardly a surprise lately. After relying a message of his own, the Tanaka spoke to them again, explaining the situation somewhat. A Rukongai citizen coming here to talk...well, what a monuments step. They finally thought about discussing with them on more calm terms...though he wasn’t quite sure if he knew the person invited by Malik. Sengoku...he remember people talking about an innkeeper...perhaps it was the men? He remembered people being quite very of agreeing the innkeep... perhaps he was the right men to organize some structure into the wild outside of the city.
Then again, he seemed to have more important matters then the security of the Rukongai... The young Taicho said "Hmm...I trust that you wouldn’t invite this person to the Council meeting if you didn’t believe he was worth listening to... If someone like that left on such short notice, I can’t help but worry a bit what's going on beyond the walls again. I have no issues to bring up myself, so since were in agreement to earlier decisions, it would be a good point to end. We all have a lot of work to do regardless after all" he concluded with a nod, standing up. Assuming Taisho had the same attitude, and nothing else changed, he would leave the chamber and head back to his own Division slowly
(Consider this an exit unless something happens)

Taisho looked over at Malik as he spoke to him, he nodded and smiled softly at him. He wasn't a grumpy old man it seemed..just looked it most of the time. "Understood Tanaka-Soutaicho. If we are done here. I'll start getting to work on those things." Taisho sat up from his chair gave Harupia a nod and then Malik one. He has a slight smile on his face, turning his body he began to walk out of the meeting room and heading back to his own division. It was time to beat his division back into shape with his iron fists.

Watching the others go, he sat in silence a few moments more his vision stared down upon the table before him. He frowned, the edges on his face hardening as he did so. He couldn't understand why Sengoku, a man who sought him out would leave when Malik promised him he'd be called upon the moment for their assembly at the first available moment. While Malik's heart knew Sengoku's intentions were pure and true, his mind was starting to doubt it. Perhaps Sengoku simply came here to poke jabs at the Soutaicho of the Gotei, make him think things would be changing for the better when in fact it was just a sick joke. He shook off such thoughts and abruptly stood giving his head another firm shake. "Ya old fool, thinking such things."
His feet took him back to the wall which was partly full of names. Lost friends and family members littered this wall, those who gave their lives defending what this stood for and others just trying to make it. His fingers traced over the last name that had been marked into the stone again. Tanaka Chie. That stabbing pain of lose threatened to resurface but he bit it back down. No, this time was not the time to grief for his first born, but to honour the woman she was and those names who would come next.
He reached into his belt and withdrew a small hammer and stone chisel and set to work. It didn't take long for the man to have a tiny bit of stone pebbles and flakes around and on his feet, nor was it too much of a surprise that his black gloves would gain a coating of stone dust. Slipping the tools back into his belt he ran his fingers into the markings upon the wall knocking away any loose rock inside before blowing at them and then coughing as dust went into his face. "Oh bags it all." He complained a little, after so many years of doing this you'd think he'd have learned his lesson by now. Clearly that was not the case.
Taking a small step back he looked at the two new names beside that of his daughter's. They belonged to that of Kiba and Shigeo, their full names and ranks detailed in smaller writing below, as it was with every name upon the wall. Yes, Kiba was a deserter but he was still a Captain of the Gotei at one point in time and that meant he would be honoured as such in death. Giving the names on the wall a small salute, the Tanaka remained still for a moment longer before he started to head toward the door when a sudden realization came to him.
"Damnit all." He clicked his fingers, or at least the best he could with his gloves on. "I completely forgot to ask Harupia why Mai has been calling out his name in her sleep in such a... sensual manner."
