In the days that followed after the death of the Soutaichou, but before the Yami no Taikai, the Central Forty-Six worked tirelessly on revising their laws and the very workings of the Gotei. Where there were once Thirteen individual Divisions, there were now five though the Kido Corps and the Onmitsukidō remained organizations unto their own and retained their sovereignty from the Gotei and one another. The Central Forty-Six had taken measures to ensure that this would stay firm as they worked over the laws to protect the balance of power within the fragile Seireitei. The orders were delivered via hell butterfly to Malik, Jira, Katsu, Ne, Ryosei, and Suzaku informing them of the new situation. Until Malik could return from the tournament and take up his position of Soutaichou, the layout would remain the same; Taicho would simply have to travel between division grounds to make sure all was running well. In the meantime, the Central Forty-Six would also be in charge of the daily business of Soul Society for Malik would not become Soutaichou until he returned; it would be foolish for them to assign someone to the position and immediately have him leave.
