[Summary]
Rukon Citizens were initially a part of the Shinigami organization. However, they felt that they should all be able to do as they pleased like their forefathers rather than have to follow the rules of a military organization. So they broke away and returned to the land of the first People which they felt was their heritage. Though the Hollow had infested much of what is now called the Rukongai, the Rukon Citizens as they called themselves, were able to drive them back somewhat to what is referred to as the wasteland.[Timeline]
Over time they realized that they would not be able to carve a life out for themselves and guard their land and people by themselves, so ties with the Shinigami were reestablished. The Shinigami agreed to provide some measure of protection for the Rukon Citizens in exchange for food and other goods to sustain their own population. However, the level of aid which is spent mostly in the first two districts,[footnote:1]This is because the Shinigami do not have the resources to fully protect all of the districts. Granted, most Rukon Citizens rarely acknowledge this.[/footnote] angers many of the Rukon Citizens, mostly those in the third and fourth districts. Rebellions, though not frequent, aren't unheard of.
The Rukongai is the area just outside of Seireitei and many of the buildings are left over from before the time of the virus, giving the Rukongai a very rundown appearance. The Rukongai is split up into four districts and each of those districts is broken up into four quadrants based on their cardinal direction. The first district is considered the most important to both the Rukon Citizens and the Shinigami alike as it is responsible for the production of food and the maintenance of livestock and thus covered in small farms and ranches; this is district most heavily guarded by the Shinigami.
The second district is not as stringently guarded, but it does have a good measure of security as this district is responsible for producing goods such as building materials from nearby forests, metal, stones, and gems from underground mines, and other necessary items that are sold among themselves and traded to the Shinigami in exchange for protection. The Third District is mainly one of business. It caters to those in search of a bar to wash away the weariness of life in the Rukongai, people looking for a good time with less than good intentions, and nearly everything in between. It is a very seedy place and crime here is high in addition to the occasional Hollow attack as this district is only lightly patrolled by the Shinigami since their main outer defense forces are allocated elsewhere.
The Fourth District is home to the few loners and rebels that choose not to live and work alongside the other Rukon Citizens. Instead they work on defending the fringe of the Rukongai from Hollow attacks without the help of the Shinigami who rarely if ever patrol this far away from Seireitei. The landscape of the Fourth District is a combination of the Rukongai itself and the wasteland and is often called the Borderland. Most of the district has been reduced to rubble and the few houses which stand are all occupied by the defense forces. Hollow attacks are more common here than anywhere else and all the small Rukongai rebellions of the past have originated from this district.
Faction Skill; Hell Butterfly Flare - A variation of the traditional Hell Butterfly that was created by the first People and carried on by the First Division, Rukon Citizens have developed the ability to use the Hell Butterfly to create a flare. The flare takes the form of the Hell Butterfly, but in the color of the user's reiatsu. It can reach up to 150 feet/50 meters into the air and shines light around it in a 3 foot/1 meter diameter. Like the original Hell Butterfly, the user has the option of embedding a short message into the reiatsu that will sound off three times at the user's max yelling volume when the flare reaches its peak.
