Four small, single room, free standing buildings; one near each of the gates of the Third Division, facing in each of the four cardinal directions and thus the direction of the four other divisions and the northern Seireitei wall gate. They sit opposite of the similarly built guard stations. Messages, whether from hell butterflies or human runners are sent here, and a personal runner of the Third Division carries them inside to the intended recipient.

One of the runners, bearing the mark of the 2nd Division, carrying a message to the 3rd, in particular to the Captain Kurisuna As requested, I present my report from the events which transpired as of late in the 3rd District of the Rukongai. As soon as I headed word of the crisis, and giving out the necessary directions in the Division, I made way to the area along with several members of the Division, including Tanaka Mai, Hasegawa Hotaru, and other in-listed lower in the message.
Once there, we were debriefed by Natsukoi Sumie of you Division, which also supplied us with the vaccine needed to counter the infection. There we also rendezvoused with the remaining Taicho. As you and Kiba Taicho went ahead, I followed behind with the members of my Division, as well as Tanaka Taicho towards you.
Along the way we were intercepted by a few of the infected Rukongai members. Combat ensued, in which Tanaka-San and a Shinigami of the name Zane Grinpiers had gotten infected and then cured with the medicine. As we dispatched the few enemies we had, the rain started to fall,putting an end to the entire commotion. After that, I assisted in evacuating the wounded back to my Division.
As of now, each Rukongai citizen which was brought to us during the event are still withing Division grounds. I hope this report is thorough enough. I will gladly supply any additional information if needed. Sincerely

The runner bearing the mark of the second division soon returned to the Third Division, bearing another finished report for the Saikokui-Taichou. En masse, orders were given and followed via long-standing protocol to the members of the second division, myself included. Upon arrival, and unfortunate segregation of my person from other members of my division, the briefing on the incident was missed - an astute recollection of observation clued untoward an invasion of unforetold scale: scents of death permeated the very air I breathed. I regained my position as Hitoshi-Taichou’s assistant as we surged toward the battlefield, remaining behind him and Hasegawa-Fukutaichou, and doing as instructed.
Two fell in our path, both shinigami of the first division: a seated member and Tanaka-Soutaichou-sama. Hasegawa-Fukutaichou moved toward the seated member while Hitoshi-Taichou engaged the flying monstrosity which struck him down. I remained on guard, hovering between Hasegawa-Fukutaichou and Hitoshi-Taichou to lend assistance to the first who would require it.
The Soutaichou acquired a wound from the flying monstrosity before Hitoshi-Taichou dispatched it. Several gashes along the trapezius muscles, shallow, but with detrimental affect: the body seized up and losing all but the most vital of autonomic functions, collapsing as his pivot was interrupted. I stepped forward, aided by use of a Shunpou step, tended to the Soutaichou before he fully came to the earth and injected the green cure directly into his jugular vein. I then proceeded to begin the process of stabilizing the wounds on his back with chiyudou.
It should be noted that we were given two different sets of injectable curatives from the Third Division member handing them out, one blue and the other green in which to cure the infected. The green were far greater in quantity, which led to the assumption, and eventual validation, that they were intended for the “recently infected.” The blue were indicated to be for the severely infected. What cures remained on my person after the incident are securely stored within the Second Division for further study.
The effect of the cure was extremely quick. The Soutaichou soon regained some degree of control over his own body, managing to shoot down another of the monstrosities as it went for Hasegawa-Fukutaichou and the member of the First Division she had healed; when the rain started, the monstrosities had been slain. The Soutaichou was entrusted to a member of his own Division after his wounds had been stabilized.
I returned to the Second Division to begin assisting with the triage brought on by the incident. Shuchiku-Taichou was among those treated by Hitoshi-Taichou and myself with severe wounds to the legs. His wounds were debrided of foreign materials, disinfected to prevent infection, and healed with Chiyudou, per standard operating procedure. Shuchiku-Taichou then exited the building of his own accord.

Yet another member of the Second Division came, once again with a message concerning the situation of the Rukongai outbreak...though a bit differently this time. Saikokui-Taicho, I would like to inform you of a small mishap on my part. N the rush of people in my Division, one Rukongai citizen has left my Division's grounds. One Sui Torako, appearing as a petite child, her most notable features are her blue hair with a very peculiar, long lock which twirls itself upwards, and her golden eyes, almost feline in nature. If I recall correctly she has yet to be integrated by you in regards to the events that transpired. In case your men find her first, I would request you kindly to bring her back to the 2and Division once the interrogation is complete. If she happens to return to my Division before you find her I shall inform you with haste. While she is in good condition I would still prefer her not wandering around outside. I will provide a secluded room for you to do what you need, or simply bring her over if it will be absolutely necessary. Sorry for the complications on my part, and I hope you are doing well. The messengers of the Second Division were quite busy bee's as of late, as yet another one came rushing to the grounds of the 3rd Division. This time though the message was short and sweet The lost patient has been found and is safe and sound. I hope my earlier message was not much of a bother to you and you're men Saikokui-Taicho

One member of the fifth division was tasked with delivering a message to the third division, dropping the letter off in hopes it would quickly reach the eyes of the Sanbantai-taichou. Saikokui-Taichou,
Words cannot fully express the unprofessionalism and untimely response to such a pressing issue -- especially since the problem is still lingering. As of today, my men and I will be addressing the housing situation. Shipments are being made, supplies being brought to the Rukon, where my men will work diligently to provide roofs for those affected by this tragic turn of events. As for the medical examinations, I regret to inform you that this consideration has not been taken; my men show no signs of illness, as well as myself, therefore aiding the conclusion that these exams are not mandatory. In time, however, my men and I will catch a break to visit the doctor's office for a checkup.
Regarding information, my men can't quite recall anything important, I'm sure; as I assigned them to stay back, and provide shelter and protection to those who were retreating from the district. That being said, I doubt they would have pivotal information to provide for this incident. The battle didn't escalate or spread to the second district, thankfully, due to your services as well as the other divisions and citizens. Seeing as I have no leads on what exactly happened, I hope you find the information you're looking for -- if you haven't already found it.
Once more, I am deeply sorry for this late arrival and lack of efficiency, but I wish you and your members the best. Feel free to contact me, should you acquire any assistance in the near future.

[bgcolor=black] A small, harmless creature fluttered on in the wind. It searched for a single person to deliver its message and when it finally found the captain of the third division, it gave away the message within it.
Under the Soutaichou's orders, I, Arashi Shinku, have an order to arrange a meeting with you and one (if possible two) other members under matters dealing with Rukongai. The meeting will be held in your office and will be as soon as possible. Send word my way when you have the set time and shinigami for the meeting. Thank you.

Brain sat at his desk in his office, scribbling down the last bits to his report while his assistant stood eagerly deskside. "Make sure this gets delivered A.S.A.P., it is sensitive information that requires Taichou-dono's ruling immediately. I apologize for my impatience."
The assistant nods and confirms the oder with a simple, "Got it, sir. On my way now."
And within the next minutes, the report was on it's way to the message center. First off I suppose I should say that I have went ahead and attempted to break the chain of command. By this, Taichou-dono, I mean that I attempted to see the Soutaichou-sama prior to sending you the report. I did not do this out of blatant disrespect, but rather that I feel it needs immediate attention.
The following is a report that I made while off-duty within the Rukongai.
I stumbled into the notorious tavern, The Notched Axe, where a sum number of heads were gathered. Taichou-sensei Ume was in attendance and from I gathered, this was some sort of meeting. Not to long after my arrival Taichou-sensei Ume departed. And so naturally, surrounded by, possibly drunk, Rukon Citizens began to feel worried o my own safety. After getting the gist of their plan, I made an exit.
Matsumori Sengoku was leading the meeting, it seemed he was trying to entice some of the others into joining his cause. The man lacks creativity, but more than makes up for it in will and speech. His father, and his father's father are notorious ruffians. So he's got strength on his side. I fear though that he will create a cause and not be able to succeed in it's goals. I fear this because I doubt the man has any strategic value. Because he lacks these certain fundamentals, it is my opinion that they will fail.
Something along the lines of cleansing the 4th District, reclaiming the Borderlands. If they die out there, with lack out Shinigami support, we will be to blame. Not our Division specifically, but our race as a whole. And this will not bode well at all -- given our current relations, it will only further tarnish.I have two options.
We can cut the head off the chicken, demand that Sengoku sit tight while we devise our own plan in time. Or, we can help the man and lend support in his numbers.
