Vector Panel – Nero is able to make an arrow (three feet long, one foot wide) appear at any location of Nero’s choosing within a five meter radius, including thin air. Anything directly on the arrow will be sent in the direction indicated (by the arrow) with considerable speed and force be it person or object away from Nero and in the case of the latter, towards the attacker as a projectile, or even himself towards an opponent or away from one (the exception to this is energy and energy attacks such as cero, bala, etc).
Nero can create up to eight arrows in a post with a single post cool-down following immediately. Each arrow remains for two posts before disappearing (unless Nero chooses to erase them or is incapacitated) (this does not reduce cool-down). The “launching” effect is triggered nearly immediately with only a couple of seconds of a delay between when the arrow(s) appear and their activation should they be placed underneath anything/anyone.

You can't make them appear directly beneath people or objects as that's a bit hax. Eight per post with a single post cool down is too much. A more reasonable number with a one post cool down would be three. You should have a max distance the target is flung and a max weight that can be moved.

I'm addressing the easiest parts first.
I see what you mean by 8-1 is too much, something like 8-2 as far as number of arrows made at once to cooldown rate would be more reasonable with 3-4 having a one post cooldown being reasonable. (My mental math tells me that I may need to drop it to six arrows at once then, just for division's sake)
As for the max distance/weight part, I can go with up to 300lbs maximum (given his current reiatsu skill as at maximum, I believe the max weight would be higher). As for distance, I think a max distance of 10 to 1 meter, corresponding to weight; far distance for low weight, low distance for high weight.
Finally, the big enchilada itself; appearing beneath people/objects being hax. This is something I have trouble understanding as I don't see the how/why and without it, I cannot proceed to editing. I apologize, but I can't go ahead without knowing that, especially as I fully intended for Nero to be affected by his own arrows, for better and for worse. It's not an advantage either, I see the arrows being used for and against my character, by ally and enemy and self alike.
(I feel more comfortable editing the ability once the issues have been dealt with and understanding has been established.)

Assuming that I've understood you correctly, you're wanting to be able to fling something around with the arrows being a physical guide. You're also wanting to pretty much, as it's currently worded without an edit, fling 300# over 30 meters, within a few seconds of it appearing beneath someone without a fair amount of time for him to have a proper reaction, up to 8 times for up to two posts, and then have it be an almost immediate reusual.
So, drop it to 3, increase the cool down, decrease your weight/length limitations to something far less hax, and impose a one-post activation between appearance/creation to the actual flinging.
