The year is 4068.
A century ago, a strange disease broke out, turning both humans into ravenous beasts. Though they retained intelligence, they became twisted and corrupted, fuelled only by their desire to consume and satisfy their insatiable hunger for flesh, attacking and eating anything they considered 'easy prey', not discriminating between infected and unaffected, creatures of different species or even their own families. The very land they trod upon became blighted. Fields grew nothing but thorns and strange new plants, many deadly to consume, a number even to the touch. Rivers and lakes became poisoned, water supplies following in their corruption.
Some retained most of their physical appearance, and managed to hide among human populations, stealthily picking off the weak, others were mutated into horrendous abominations, laying siege to settlements, destroying anything in their path, leaving nothing but devastation in their wake. Only one physical trait was common amongst all infected; a circular hole somewhere on their person, extending all the way through their body to the other end. Because of this, the creatures became known as Hollow.
The Hollow swarmed over the planet, consuming it in its maw. Those not corrupted by the blight were killed by those who were. City after city fell to them, becoming waste ground. Entire continents were abandoned before their relentless assault.
Democratic procedure was abandoned, and the survivors were brought under a planetary wide military government, known as the Gotei. Its soldiers, known as Shinigami fought valiantly against the encroaching Hollow, but eventually they reached a decision; to build a massive generational ship and leave the planet.
In the year 4051 the ship, named the Rukongai was launched. On board was the entire remnants of non-hollowfied life, as there was so little of it. Its mission, to search the stars for an inhabitable planet, to start life anew. Until then, it would be fully self-sufficient, having numerous fields for the rearing of crops and the production of various materials, along with a vast city, providing housing for the Rukon Citizens. At its centre is a Gotei base, known as Seireitei. Seireitei houses the ship's bridge and controls the whole ship, both piloting its course and managing the Rukongai's inhabitants.
The Gotei is split into five divisions.
The First Division is responsible for all communications, both internal and external, as well as plotting the course. It is headed by Malik Tanaka, who is also the ship's captain and head of the Gotei.
The Second Division is the medical division, responsible not only for the healthcare of all the ship's inhabitants, as well as scientific analysis. It is headed by Dr Harupia Hitoshi.
The members of the Third Division are archivists, and are in charge of looking after the ship's library, containing digitized versions of huge swathes of literature, both fictional and non-fictional, many films and videos, music and audio recordings as well as more interactive forms of entertainment. It is led by Kurisuna Saikouki.
The Fourth Division is responsible for maintaining security and discipline within Seireitei. It is currently leaderless after the death of its previous commander, Kiba Shuchiku.
The Fifth Division manages the civilian areas of the Rukongai, protecting its citizens from any threats, either internal squabbles or in the event of boarding, and also that production targets are met. It is led by Taisho Techimaru.
But there was something else on the ship, besides the Shinigami and the citizenry, for the virus had managed to stow away on the ship. The outer regions of the Rukongai were quickly overwhelmed by the disease, but the outbreak was eventually contained, though an unknown number of Hollow still occupy the area. Whilst the affected regions do not contain any critical systems, a great amount of production and habitation space remains unavailable, the only denizens being the corruption and the Hollow. Because of this, hunger is a constant companion of the over-crowded citizens of the Rukongai and (though to a lesser extent) the Shinigami.
This event has increased the workload of the whole Gotei, especially the Fifth Division, who not only have to deal with sporadic incursions of Hollow into the rest of the Rukongai, but also increasing displeasure and dissent among its citizens.
